On October 12, 2026, the Ministry of Finance and the State Taxation Administration announced that export tax rebate rates for several electric commercial vehicle categories will be reduced from April 1, 2027.
The affected products include battery-electric semi-trailer tractors, electric cargo trucks, electric wheeled dump trucks and battery-electric buses. A lower rebate means exporters would recover less tax on eligible exports, potentially increasing the net cost of supplying these vehicles abroad.
The change puts export pricing and margins in focus. Manufacturers may need to decide how much of the reduced rebate to absorb and how much to reflect in prices. The effect on an individual product will depend on the applicable rate reduction and the terms of its sales arrangements.
Over time, the policy could encourage a greater emphasis on technology and brand differentiation rather than price alone. The extent of that shift will depend on how businesses and customers respond to the change.
